Really any espresso machine will work. They don’t have special ones for specialty drinks. All you’ll need is an espresso machine (can be found at Walmart, Target, etc, and yes the cheap ones work well), some milk, and the Starbucks syrup.

P.S. if you want to skip the $ 20 Illy espresso ground you can just take the coffee you like and grind it finer. Espresso grounds is the same as regular grounds, just smaller. And be sure not to pack the grounds too hard when making your drink.
